These Regulations, made under section 120 of the Transfer of Land Act 1958 and consisting of to prescribe the following matters: fees, charges, expenses and other amounts payable under the Transfer of Land Act 1958.

This Act makes miscellaneous and minor amendment to, amongst others, the Land Adjudication Act (Cap. 284), the County Governments Act, 2012, the Agriculture, Fisheries and Food Authority Act, 2013, the Crops Act, 2013 and the Kenya Agricultural and Livestock Research Act, 2013. The Land Adjudication Act is amended by replacing the expression "Trust Land" with "community land" and "county council" with "county government". In the Fisheries and Food Authority Act, 2013 in the definition of "Authority" the word "Fisheries" is deleted.
This Regulation 271 of 2016 amends various articles of Regulation 408 of 2015. It also supplements it by introducing ‘the electronic permits system’ as the basis of all state data on requests and permits. The electronic system is part of the integrated register for territory development and manages the interaction of all subjects involved in this process including the applicant, the authorities responsible for issuing the permit and other institutions obligated to give information or approval on the permits. Any subject applying for the permit shall do so through the electronic database.
Article 9 (1) shall be amended to add the following wording: “The period of functioning of regional protected area can be extended if considered useful for the purposes of constitution of regional protected area”.

The scope of this Regional Law shall be to ensure conservation and rational tenancy of agricultural land and urban land and it establishes requirements for grazing and passage of cattle on the regional territory. Owners of cattle must form their livestock in herds and appoint a herdsman. In case of impossibility to for a herd, the owners must perform grazing personally or, in alternative, to keep cattle indoors. Passage of cattle to the collection points for the formation of herd shall be performed by owners of cattle or by persons appointed thereby.
Article 17 (1) shall be amended to add the following wording: “The list of historical settlements of regional significance, the grounds for protection of historical settlements of regional significance, boundaries thereof and urban construction requirements shall be validated by the Regional Government upon the recommendation of the regional state body for protection of cultural heritage”.
Amends: Regional Law No. 142-GD “On objects of cultural heritage”. (2014-05-12)
This Regional Law establishes the modalities of organization and performance of public control as a form of public participation. It shall not be applicable to elections and referendum. Regional executive bodies shall have the following plenary powers: (a) formation of advisory councils at the regional executive bodies; (b) examination of final documents drafted by public control bodies; and (c) consideration of proposals, recommendations and conclusions contained in the final documents. Public control shall be performed by public inspections and public control groups.
Article 7 shall be amended to add the following wording: “Authorized regional state institution in the sphere of protection of objects of cultural heritage shall be responsible for elaboration, validation and performance of institutional specific programs in the sphere of conservation, management, promotion and state protection of the objects of cultural heritage”.

Article 2 shall be amended to add the following wording: “Regional Government shall be responsible for listing, keeping and updating of particularly precious agricultural land plots which shall not be used for purposes other than agriculture”.
