This Act establishes a legislative framework for — (a) classification of areas as urban areas; (b) governance and management of urban areas; (c) participation by the residents in the governance of urban areas; and (d) other matters for the attainment of these objectives. An area may be classified as an urban area if it satisfies the criteria set out under this Act or any other written law.
The Resolution creates the authority of the agency granting the recognition of ownership of agricultural/non-agricultural land to persons, entities and other formations which are in a legitimate possession (use) of the land or arbitrarily occupy the land. The document further specifies the procedure to gain such recognition and adopts certificate forms proving the same. La presente Resolución aprueba el Reglamento Nacional de Tasaciones, que tiene por objeto establecer criterios, métodos y procedimientos técnicos normativos para la tasación de bienes inmuebles, muebles e intangibles. El Reglamento es de alcance nacional y su aplicación es obligatoria para la elaboración de tasaciones comerciales y reglamentarias que soliciten las Entidades y Empresas Estatales de derecho público o de derecho privado.

This Regional Law shall have as its purpose ensuring the right of citizens to favorable environment, including landscape and shade gardening, planting of recreational urban forests, thus ensuring favorable conditions for vital activity of citizens, and delimits plenary powers between city state bodies, local government and municipal units in the sphere of improvement of natural environment. Objects of improvement of natural environment shall be: (a) urban land and rural land; and (b) public and municipal land without application of servitude.
Article 3 shall be amended to add the following wording: “Elaboration of land-use planning projects shall be performed with the consideration of accessibility to the objects of social, engineering and transport infrastructure for disabled persons and low-mobility groups of the population”.

Article 8 shall be amended to add the following wording: “Urban land destined for urban and peri-urban agriculture without constructions thereon and allotted to agricultural organization or peasant farm on condition of permanent (open-ended) land tenure or hereditary life-long possession shall be purchased in ownership by the aforesaid categories of natural and legal persons at the cost of 15 percent of cadastre value of the plot of land at the date of submittal of the application”.

Article 2 shall be amended to add the following wording: “Territorial land-use planning scheme shall contain provisions related to territorial planning and mapping of objects intended for location at regional and inter-municipal levels”.

This Regional Law sets forth a series of arrangements for state support of smallholders (family subsistence farming) with a view of increase of employment and improvement of economic conditions of rural population, promotion of regional food market, and delimits plenary powers of state bodies in the aforesaid sphere. Agricultural commodities produced by smallholders shall be their property, and vending of cash crops shall not be considered entrepreneurial activity. Either urban land or agricultural land in rural areas can be used for family subsistence farming.
Article 4 shall be amended to add the following wording: “Local government shall be responsible for allotment of urban land plots with undelimited state ownership located within the boundaries of urban municipal unit”.
