This Act amends various written laws including the Forest Act, 2002 (in respect of fines), the Veterinary Act, 2003 (in respect of qualifications for registration as a Veterinarian), Wildlife Conservation Act (in respect of fines for illegal activities regarding trophies), the Courts (Land Disputes Settlements) Act, 2002 (in respect of appeals) and the Probate and Administration of Estates Act (in respect of the definition "small estates").

It also requires a Chief Valuer to be appointed within the Ministry responsible for lands and provides for the registration of valuers. The Chief Valuer is appointed by the President and shall be responsible for advising the Government on all matters relating to valuation practice and activities and be head of the Valuation Department within the Ministry.

The Regulations set out the procedures for the identification of lands (including owner consent).

The Land Adjudication Act is amended by replacing the expression "Trust Land" with "community land" and "county council" with "county government". In the Fisheries and Food Authority Act, 2013 in the definition of "Authority" the word "Fisheries" is deleted.

This By-Law made under the Spatial Planning and Land Use Management Act, 2013, applies to all land within the geographical area of the Mbizana Municipality, including land owned by the state. The By-law shall, in case of conflict, in principle prevail over other legislation. The By-law requires a municipal spatial development framework to be made and provides with respect its preparation and public participation procedures. The Municipality may also adopt a local spatial development framework for a specific geographical area of a portion of the municipal area.
