This contribution suggests how to identify and deal with ex-combatants in (un)peaceful post-war environments from a methodological perspective. While it is obvious that large-N studies or standardized interviews fall too short to depict post-war dynamics and related conflict risks, ethnographic methods face numerous challenges, too. First, the identification of and access to former combatants may prove to be difficult. Often being stigmatized or perceived as outlaws they may not wish to get in touch with ‘outsiders’, like academics.

Accountability and adaptive management of recent global agreements such as the Sustainable Development Goals and Paris Climate Agreement, will in part rely on the ability to track progress toward the social and environmental targets they set. Current metrics and monitoring systems, however, are not yet up to the task. We argue that there is an imperative to consider principles of coherence (what to measure), standardization (how to measure) and decision-relevance (why to measure) when designing monitoring schemes if they are to be practical and useful.

Cities function in an efficient, equitable and sustainable manner only when private and public spaces work in a symbiotic relation to enhance each other. Public space generates equality, however in the past decades it has been drastically been reduced. Inadequate, poorly designed, or privatized public spaces generate exclusion and marginalization.

A defining feature of many of the world’s cities is an outward expansion far beyond formal administrative boundaries, largely propelled by the use of the automobile, poor urban and regional planning and land speculation. A large proportion of cities both from developed and developing countries have high consuming suburban expansion patterns which often extend to even further peripheries. Cities need to accommodate new and thriving urban functions such as transportation routes, etc. as they expand.

As we turn the page on MDGs to SDGs, the unprecedented proliferation of slums and informal settlements, and a chronic lack of adequate housing, continues to be amongst the major challenges of urbanization. Slums, informal settlements and inadequate housing remain the visible manifestations of poverty and inequality in cities. Zambia remains committed to the socio-economic development planning of the country as reflected by the return to development planning in 2005. The Seventh National Development Plan (7NDP) for the period 2017- 2021 is the successor to the Revised Sixth National Development Plan, 2013-2016 (R-SNDP) following its expiry in December 2016. The Plan, like the three national development plans (NDPs) that preceded it, is aimed at attaining the long-term objectives as outlined in the Vision 2030 of becoming a “prosperous middle-income country by 2030”.
