    Despite extensive research into rural development in sub-Saharan Africa, little is known about structural transformation1 in rural areas on the continent. Zambia was chosen as one of three case study countries2 in order to identify and to analyse rural transformation processes and their main influencing forces aiming at defining strategies and measures to influence such processes towards social inclusiveness and environmental sustainability until 2030.

    We are currently seeing the development of a set of laws and practices preventing artisanal fishermen and their communities from having rights to fishing stock. The topic of halieutic resources generally provokes little interest when raised in relation to natural resources grabbing, despite the fact that millions of people’s income earning rely on fishing and aquaculture1. In the same way, fishing is vital to ensuring global food security. In many countries, fish is the largest source of high-quality animal protein for people and form an important part of their diet.

    In the same way as other resources, forest territories are being grabbed. Companies, often with the support of States, degrade these territories and deprive local people of their homes or resources on which their living conditions depend.

    After an initial plenary session on developments in access to land and natural resources in the different continents, the workshop participants were given the opportunity to give their many personal accounts, describe the various forms of land grabbing and concentration, discuss the scope of the processes under way and question whether the tools available to quantify them were adequate.

    The first observation from this workshop is that everywhere in the world, we are seeing strong growth in the inequalities of the distribution of land, with a growing concentration of land in the hands of a reduced number of players.

    This land concentration phenomenon unavoidably leads to the exclusion and marginalization of small production units and their workers. We are dealing with an increasingly bipolar agricultural model which opposes family agriculture and large scale agriculture in an unequal fight.

    While women’s rights to land and property are protected under the Kenyan Constitution of 2010 and in various national statutes, in practice, women remain disadvantaged and discriminated. The main source of restriction is customary laws and practices, which continue to prohibit women from owning or inheriting land and other forms of property.

    Farmers’ interest group AgriSA last week released its own land audit. This filled in a major blank in the land reform and policy field: How many black emerging farmers have bought farms outside government’s land reform programme? We now have a part answer: they bought 4.3 million hectares.  Other findings from this study are contested and methodological flaws are highlighted.
