   LAND-at-scale is a land governance support program for developing countries from the Ministry of Foreign Affairs of the Netherlands, which was launched in 2019. The aim of the program is to directly strengthen essential land governance components for men, women and youth that have the potential to contribute to structural, just, sustainable and inclusive change at scale in lower- and middle-income countries/regions/landscapes. The program is designed to scale successful land governance initiatives and to generate and disseminate lessons learned to facilitate further scaling.

A draft publication on the findings of the study has been prepared. The publication addresses two core land tenure topics: (1) Land tenure security, and (2) Land rights of women and other groups.

   The 1995 Constitution of the Republic of Uganda is one of the most gender sensitive constitutions in the world, with clear provisions for promoting and protecting the rights of women. This is also the case in relation to women’s land rights – the Constitution clearly vests land in the people of Uganda, including the rights of women to own and inherit land. Other land laws, including the Land Act, recognize and uphold women’s rights to land as individuals, and as part of a family or community.

   To ensure that there is sustainability at the community level in its land rights and governance training programme, Land Rights Research and Resources Institute (HAKIARDHI), a Tanzanian national level organization that spearheads land rights of small-scale producers, uses land rights monitors (LRMs) in its program areas. In each of the selected villages of the program districts, two LRMs (a man and a woman) who have received land rights training from HAKIARDHI are democratically elected by villagers.

   The land tenure system of Tanzania has passed through different historical milestones which form the basis for the analysis of the land tenure regime in general and tenure relations for land owners and users in particular in the past eight decades. The history dates back to 1923 when the British colonial legislative assembly enacted the Land Ordinance cap 113 to guide and regulate land use and ownership in Tanganyika which was their protectorate colony. Prior to this law, all the land in Tanzania was owned under customary tenure governed by clan and tribal traditions.

   In pastoral societies women face many challenges. Some describe these as a ‘double burden’ –
   that is, as pastoralists and as women. However, pastoral women may obtain a significant degree
   of protection from customary law even if customary institutions are male-dominated. In periods

   This preliminary study involved consultation of responsible district government officials and relevant Civil Society Organizations (CSOs) on various issues related to land and investments. Among other areas, the Southern Agricultural Growth Corridor of Tanzania (SAGCOT) was selected as a study site and study used the Focus Group Discussions (FGDs) to obtain information. Questionnaire designed reflected land investment  governance  process  thematic  areas.

    Paul Wolfowitz, President of the World Bank, congratulated the editorial team of National Geographic for the special issue on Africa. National Geographic has played a unique role in broadening the knowledge of the world. The World Bank partnered with National Geographic to produce a full-color wall map to raise awareness of the millennium development goals (MDGs) and to highlight each country's progress. We often hear about an Africa that is ravaged by poverty, disease and conflict. There is another face to Africa, one of hope, ambition, energy, intelligence and achievement.
