    Large-scale land acquisitions (LSLAs) have been a major concern for several developing countries, especially those in sub-Saharan Africa. To make land investment processes more accountable and equitable, as well as to prevent land-based social conflicts, the IDRC has supported projects in 10 countries to study conditions conducive to accountability and towards better access to justice in land investment processes. Differences between land grabbing and LSLA were clarified.

    The movement to secure women’s land rights in Senegal needs to take into account the rights of all sections of the targeted communities. Hence, the cases presented testify to specific situations along with evaluations of initiatives targeting improvement of women’s land rights. For instance, much of the quota land allocated by the Delta Development and Operations Corporation (SAED) is either untapped, sold, or exploited by male members of the beneficiary women’s families.

    The marginalization of women with regard to property ownership has hampered efforts for poverty alleviation and the improvement of livelihoods. In Uganda, current institutionalization of land reform necessitates inquiry, to determine whether women’s status has changed under new provisions. The Succession Act makes some helpful provisions but also presents loopholes, which can be exploited by illegitimate claimants.

    The core of this book focuses on recent findings from sub-Saharan Africa, where researchers in 14 countries have explored the topic from many angles: legal, customary, political, and economic. Researchers from non-governmental organizations (NGOs), academics, and grassroots activists worked together with communities, exploring the experiences of women in specific contexts.

    Grassroots organizations do not need to wait for the state to implement Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (Tenure Guidelines or TGs). Rural communities can take governance into their own hands and use TGs as a tool for investigation, reflection and action. The challenge is how to take the next step: under what conditions can TGs provide the rural poor with resources to organize and mobilize?

    This policy brief is divided into three parts: research findings, policy analysis, and recommendations. Daily political and social processes determine what Kenya and Kenyans are becoming. The place where this becoming started was with colonial conquest and the resistance to conquest. The government needs to build institutions that nurture the direct participation in governance of the country by grass roots Kenyans, as well as by addressing the land question in order to reduce biases that reify ethnic identities and violence.
