    Internal displacement in Kenya is a complex and multi-faceted social problem that revolves around and reflects unresolved issues of land and property, as well as the struggle for the control of political and economic resources. These intricate and sensitive issues, manifested in ethnic conflict, violent cattle raids, and government evictions characterised by human rights abuses have displaced people throughout the country.

    Farm dwellers – that is, people who live on commercial farms owned by someone other than themselves – are a heterogeneous social group whose socio-economic rights, including those to land, continue to be violated and neglected. Little progress has been made in realising the constitutional rights farm dwellers have to housing, water, sanitation and security of tenure. A key reason for this is that farm dwellers are not ‘legible’ to the state: there is no data available that enables the state to plan and implement programmes targeting them.

    Presents an example of a biofuels production project and its value chain to argue that there is a need for a land and investment policy to guide communities, investors and stakeholders. The expansion of commercial sugarcane farming and the establishment of an ethanol refinery at Chisumbanje in Chipinge District present both opportunities and risks for rural people. Without clarity on land tenure, investors are faced with challenges when deciding the extent to which they can put their money into agriculture.

    Zimbabwe today has an agrarian structure made up of small, medium and large farms, all under different forms of land ownership. A landscape once dominated by 4,500 large-scale commercial farmers is now populated by about 145,000 smallholder households, occupying 4.1 million hectares, and around 23,000 medium-scale farmers on 3.5 million hectares. Knowing exactly who has land and where is difficult. Illegal multiple allocations combine with unclear boundary demarcations and an incomplete recording system.
