In sub-Saharan Africa, commercial bioenergy production has been hailed as a new form of ‘green capitalism’ that will deliver ‘win-win’ outcomes and ‘pro poor’ development. Yet in an era of global economic recession and soaring food prices, biofuel ‘sustainability’ has been at the centre of controversy. This paper focuses on the case of post-war Sierra Leone, a country that has over the last decade been consistently ranked as one of the poorest in the world, facing food insecurity, high unemployment and entrenched poverty.

Since 2004, the World Bank has provided continuous “investment climate advisory services” to Sierra Leone. Business reforms and Bank-piloted programs such as Sierra Leone Business Forum and the Sierra Leone Investment and Export Promotion Agency led to the World Bank classifying Sierra Leone among “the top 15 economies that improved their business regulatory environment the most” since 2005 and rank the country third in the regional “Protection of Investors” category.

Relevant d’un cadre mondialisé pour ce qui est de leurs activités et de leur structure financière, ces entreprises créent néanmoins des espaces locaux verrouillés « exorbitant du territoire ordinaire » et, donc, totalement contraires à l’idée d’ouverture et d’aplatissement. Les populations qui reçoivent ces entreprises doivent vivre dans les interstices de la firme.

The capacity for developing countries to cope with these impacts is weak and a development concern. The post-conflict West African nation of Sierra Leone is no exception. In fact, rural areas are exposed to high degrees of vulnerability, livelihood insecurity and hostile environments. This paper explores the experiences of rural people and identifies impacts and coping mechanisms used in response to these changes.
