    The use of modern seed varieties and other improved technologies is essential for farmers to significantly increase their crop harvest and improve their livelihoods. All over Sub-Saharan Africa, agriculture productivity growth has remained very low over many decades irrespective of gender of the farmer. However, studies have shown that women farmers fare worse than the male counterparts in terms of adoption of improved technology and productivity.

    Gender issues are relegated to the periphery in current debates and approaches concerning the sustainable governance of oil palm in Indonesia. However, ongoing research by the Center for International Forestry Research (CIFOR) points to the critical roles that women play as workers, smallholders and members of affected local communities. Gender inequities follow as oil palm expansion displaces local women from land on which they cultivate food crops.

    This is a working paper and the project is part of a larger research agenda which attempts to understand inequalities within groups that are recognised as disadvantaged by the Indian state. Specific focus is the set of groups labeled as Mahadalits by the Government of Bihar, who are a subset of the SCs in the state.

    Author(s) is particularly interested in whether programs for Mahadalits suffer from the same problems as past attempts at equalising opportunity through affirmative action.

    Every year most parts of India are affected by drought.But the Centre and State has failed so far to diagnose the drought phenomenon and to come up with a long term solution. Declaration of drought is a sensitive issue. The nature of drought is such that it does not occur in the same intensity across the Country and State and also has differential impacts. Unless this complexity is understood drought declaration will always be controversial and not transparent.

    This brief presents a review of 161 Intended Nationally Determined Contributions (INDCs) submitted on behalf of 188 countries3 for COP 21 to determine the extent to which Parties made clear commitments to strengthen or expand the tenure and natural resource management rights of IP/LCs as part of their climate change mitigation plans or associated adaptation actions.4 Of the 161 INDCs submitted, 131 are from countries with tropical and subtropical forests.
