The land challenge is central to the broader youth dynamics of migration, employment, livelihoods and belonging. The more than 1.8 billion youth living worldwide represent not only a land challenge, but an untapped potential in moving the tenure security agenda forward. Recognizing this, the Global Land Tool Network has partnered with UN-Habitat to develop youth responsive land tools through the Youth-led Action Research on Land program. Five action research projects will be undertaken by youth organizations in Brazil, Kenya, Nepal, Yemen and Zimbabwe.

Where the rights of communities to manage and benefit from good stewardship are clearly defined and respected, communities can play an important, leading role in achieving climate change mitigation objectives. According to the Asia Network for Sustainable Agriculture and Bioresources, since 2009, a pilot REDD+ project supported by the Norwegian Agency for Development Cooperation (NORAD) has resulted in measurable increases in sequestered carbon and payments to communities.

This paper looks for the possible explanations for the land productivity differential between high caste and low caste farm households in Nepal. The paper indicates that caste position still plays a vital role in rural areas of Nepal.The paper finds that: land productivity is higher among low caste households. However, in case of owner-operated plots, the land productivity differential between low caste and high caste is found to be insignificant after controlling for land quality and household characteristics. This difference remains highly significant in case of rented in plots.

This paper provides new evidence on the caste-related land productivity differential and its explanations in rural Nepal using household plot panel data. Low-caste households are found to have significantly higher land productivity on their owner-operated plots as compared to high-caste households. A comparison between the rented in land of low-caste and the owneroperated land of high-caste households showed that the former has significantly higher land productivity. No significant Marshallian inefficiency was found in the case of low-caste tenant households.

The most severely discriminated group in the caste system is the Dalits, the so-called “untouchables”. Dalits faced religious, occupational and even, territorial discrimination. A recent paper from the Global Canopy Programme, "Land tenure and fast-tracking REDD+: time to reframe the debate?" rightly points out that legally defensible and enforceable land rights are an essential condition for effective, equitable implementation of REDD+ (Reducing Emissions from Deforestation and forest Degradation plus augmentation of carbon stocks). The authors assert that clear land tenure and usage rights determine who should be compensated for reducing deforestation or held accountable for continuing it.
