    Increasingly, social capital, defined as shared norms, trust, and the horizontal and vertical social networks that facilitate coordination and cooperation for mutually beneficial collective action, is seen as an important asset upon which people rely to manage natural resources and resolve conflicts. This paper uses empirical data from households and community surveys and case studies, to examine the role, strengths, and limits of social capital in managing conflicts over the use and management of natural resources.

    Tenure in Mystery collates information on land under conservation, forestry and mining in the Karamoja region. Whereas significant changes in the status of land tenure took place with the Parliamentary approval for degazettement of approximately 54% of the land area under wildlife conservation in 2002, little else happened to deliver this update to the beneficiary communities in the region. Instead enclaves of information emerged within the elite and political leadership, by means of which personal interests and rewards were being secured and protected.

    The Karamoja region in Northeastern Uganda, covering an area of 27,200 square kilometers, is inhabited by around 1.2 million people who live in seven districts; Moroto, Nakapiripirit, Napak, Amudat, Abim, Kotido and Kaabong. Its residents are mainly Ngakarimojong speaking peoples, but the area is also home to the Ethur, Labwor, Pokot, and indigenous minorities such as the Tepes and the Ik.

The Seventh National Development Plan (7NDP) for the period 2017- 2021 is the successor to the Revised Sixth National Development Plan, 2013-2016 (R-SNDP) following its expiry in December 2016. The Plan, like the three national development plans (NDPs) that preceded it, is aimed at attaining the long-term objectives as outlined in the Vision 2030 of becoming a “prosperous middle-income country by 2030”.

    The Afghanistan land sector is plagued by a multitude of problems linked to weak governance, corruption and lack of capacity. There are competing claims to land, widespread conflicts, resultant landlessness and poverty. Other issues are limited availability of undisputed farmland, difficulties in accessing grazing lands and many disputes over pasture lands. These issues are exacerbated by conflicting land ownership systems, insecure land tenure and registration, weak land governance environment and uncertain and incomplete legal frameworks.

    Kuchis, as nomads are now usually referred to in Afghanistan, occupy a peculiar place among Afghan communities. They constitute, like many nomadic communities in other countries, a particularly disadvantaged group with respect to many social indicators such as access to education, health or livelihood standards. Although many Kuchis are settling down, a growing and unregulated phenomenon taking place at the outskirts of the major Afghan cities, these indicators are still not improving.
