Zambia remains committed to the socio-economic development planning of the country as reflected by the return to development planning in 2005. The Seventh National Development Plan (7NDP) for the period 2017- 2021 is the successor to the Revised Sixth National Development Plan, 2013-2016 (R-SNDP) following its expiry in December 2016. The Plan, like the three national development plans (NDPs) that preceded it, is aimed at attaining the long-term objectives as outlined in the Vision 2030 of becoming a “prosperous middle-income country by 2030”.

LegislaciónIsla Norfolk, OceaníaThis Act makes provision for the registration of title in land and defines effects of registration of title. The Act also provides other rules relative to dealings in land. Land in respect of which title has been registered under this Act may not be transferred, mortgaged, leased or otherwise dealt with, and an instrument that purports to deal with such land shall not be registered, except in accordance with this Act. Rights in land shall be registered with the Registrar of Titles of Norfolk Island.

The State grants land to natural or legal persons who then enjoy the right of ownership and all other accompanying rights envisaged by this Law. The sale and purchase of land is prohibited. Agricultural land is given in ownership or for use to local legal or natural persons without remuneration. Article 4 concerns land tenure by foreigners. Article 5 provides for succession of land rights by members of agricultural cooperatives.

It also concerns (statutory) mortgages, easements and selected matters regarding leases. The Act requires contracts for sale etc. to be in writing. All conveyances of land or of any interest therein are void for the purpose of conveying or creating a legal estate unless made by deed. The Act specifies covenants that may be included in a deed. Mortgaged land may be leased by mortgagee or mortgagor for agricultural or mining purposes. As for mortgages the Act specifies procedures for execution.
