The Land Administration Project's outcome is rated as satisfactory, sustainability as likely, institutional development impact as modest, Bank performance as satisfactory, and borrower performance as satisfactory. The key lessons learned include: 1) Land administration, particularly in societies with large indigenous populations, is complex. 2) Project studies by themselves do not guarantee progress on policy and institutional reforms and more direct linkage to the project activities is required up front.

This booklet was prepared after the December 2004 tsunami caused serious damage to agricultural land, soils and vegetation along the coastal areas of Aceh, Indonesia. The booklet is a guideline for the district government of Aceh Barat for spatial lay-outing of tree crops suitable for its coastal areas. Tree crop options considered in this booklet are based mainly on biophysical characteristics of land. The information is based on soil characteristics and climate data related to growth requirements of crops being evaluated.

It is widely believed that land tenure insecurity under a customary tenure system leads to socially inefficient resource allocation. This article demonstrates that land tenure insecurity promotes tree planting, which is inefficient from the private point of view but could be relatively efficient from the viewpoint of the global environment. Regression analysis, based on primary data collected in Sumatra, indicates that tenure insecurity in fact leads to early tree planting.
