    This paper discusses Indonesia’s experience with establishing a uniform cadastral system in rural areas since the idea was first mooted in the early 19th century. Until 1961, a formal cadastre that identified, measured, registered and certified land titles existed only in urban areas. A cadastre for rural land did not start until after the 1960 Agrarian Law. Until then, the village-based land tax registers acted as a substitute cadastral register in areas subject to land tax.

This work was initiated by the United Nations Economic Commission for Europe (UNECE) Committee on Housing and Land Management in the early 1990s in response to requests from UNECE member States.

    The Cameroonian government’s decision to reform the land legal framework is an opportunity to provide real protection for rural land tenure rights, in a context where major investments and projects are increasing tenure insecurity across the country. Responding to an invitation from the administration to help design this new framework, civil society stakeholders have issued multiple proposals over the years on the topics they think should be included in the new land law. The LandCam project has documented, analysed and consolidated these proposals.

    Communal lands are central to the livelihoods of many Tanzanians, particularly to pastoralists and hunter-gatherer groups. But a number of factors can undermine the security of these lands remaining ‘communal,’ in turn threatening the livelihoods of many people and cultures. This brief sets out a new mechanism for strengthening community land rights by securing local tenure through acquiring a Certificate of Customary Right of Occupancy (CCRO).
