This Law determines the main principles of realisation of the constitutional right of the Russian nationals to housing facilities in the new social and economic conditions and determines the general bases of legal regulation of housing relationship in the making of new forms of property and right of use of immovable property in the sphere of housing.
The present Law implements the Federal Act on acquisition of land by persons abroad of 16 December 1983.. Article 1 establishes that the acquisition of land shall be authorized if this serves as principal residence. The amendments of the Rota Agricultural Homestead Act concern the designation of homestead areas by the Board of Public Lands. Designated lands shall be allotted to qualified persons for purposes of farming. Those persons shall have the right to acquire title upon the fulfilment of conditions prescribed in the principal Act.

This Act provides for the urban and not only land development in Singapore, the responsibilities of the land tenants and owners, the planning of construction, restoration or building activtities, the imposition of land fees for the further use and exploitation of land in the territory of Singapore.
This Law, consisting of 23 articles, establishes the legal regime for the on selling, legitimacy of occupation and concession of right of use for rural public lands and occupied territories belonging to the Federal District and to the Rural Estate Company of Brasília TERRACAP. It specifies that the Federal District and TERRACAP are authorized to the above mentioned activities related to rural public lands, which will be harmonised, according to the National Plan of the Agrarian Reform and to the Agricultural Policy, as established by the Federal Constitution.
This Federal Law introduces the notion of joint ownership that includes the ownership of the plot of land, on which the edifice is situated, within the boundaries delimited by law. The joint owners are obliged to treat with care the plots of land on which the edifice is situated. The joint ownership extends to the adjoining plots of land within the boundaries delimited by law with the greenery growing on them.

Article 5 of the Law No. 214-1 on peasant farm acquires a new wording: «The plot of land of a peasant farm shall be inherited according to the modalities envisaged by the national legislation». Article 6 of the same Act acquires a new wording: «The plots of land for farming shall be allotted to the citizens of the Republic of Kazakhstan on condition of ownership or on condition of temporary charged lease for the period up to 49 years and for seasonal grazing on condition of temporary land tenure free of charge».
