This document reports on a workshop held in South Africa in June 2003 to address continuing insecurity of women's land rights. It brought together a broad group of participants covering NGO, grassroots, government, UN agency staff, researchers, activists, lawyers, and women living with HIV/AIDS.

Malawi has pursued an agricultural-led development strategy since its independence in 1964. This agricultural-led development strategy was based on the promotion of a dual agricultural system comprising estate (large-scale) production mainly for cash (export) crops and smallholder agricultural production mainly to support the food security needs of the population. In the post-independence era, the objectives of an agricultural strategy were four fold: To raise agricultural productivity and accelerate growth and export performance.

This paper explores and evaluates the impact of a new form of large-scale agriculture which is becoming an increasing phenomenon in southern Burkina Faso. With severe ecological deterioration and food deficits, small-scale agriculture is usually seen as the key to economic prosperity, social solidarity and sustainable management of local resources. However, a set of new stakeholders, comprising politicians, entrepreneurs and employees, is promoting large-scale agribusiness as a relevant and viable alternative for agricultural development in the country.

CARE began PROSPECT (Program of Support for Poverty Elimination and Community Transformation) in 1998. PROSPECT aims to reduce poverty in peri-urban areas of Lusaka. It employs a community-based approach to carry out three types of activities: social empowerment (institution building at the local level), personal empowerment (microfinance), and infrastructure improvement (mostly water supply schemes). PROSPECT has attempted to carry out these activities largely through its support of area-based organizations (ABOs) that now form part of city government.

Low and erratic rainfall is increasingly reducing crop yields and causing food insecurity. Irrigation is one option for enhancing agricultural production.

"The paper examines, taking into account the urban-rural divides, the changes and welfare implications of income diversification in Zimbabwe following macroeconomic policy changes and droughts of the early 1990s. Data from two comparable national income, consumption, and expenditure surveys in 1990/91 and 1995/96 show that the percentage of households earning income from private and informal sources grew considerably while that from government and formal sources declined.

"Food aid programs have become increasingly important for disaster relief in many developing countries. In Ethiopia, a drought-stricken economy with one of the lowest per capita incomes in the world, food aid has amounted to almost 10 million metric tons (mt) from 1984 to 1998, almost 10 percent of annual cereal production. Because of the importance of food aid in Ethiopia, much effort has been devoted to evaluation of its effectiveness.....Many evaluations of food aid have examined its impact on household calorie availability.
