    A Commission is established to review all land leases prior to execution to ensure that the interests of all relevant landowners and successors in interest are adequately safeguarded and protected. The review serves the purpose of avoiding land right disputes mainly involving foreign investors and (local) landowners and successors in interest. The Commission shall be headed by the Attorney-General. The Commission shall approve and submit to the Clerk of Court for filing, only those land leases which are in compliance with the provisions of section 404.

    This Act declares customary law pursuant to Article X, Section 2 of the Constitution of the Republic of the Marshall Islands in respect of right, title and interest in and to Bikini Atoll in the Ralik Chain.     This Act stipulates that no person or body of persons recognized in pursuance of the a specified decision of the High Court shall after the date of commencement of this Act assert or exercise any title, right or power of Iroij Laplap with respect to the subject matter thereof which may be asserted or exercised by only such person as shall be entitled thereto according to the rules of customary law.

Certain rights regarding the marine areas below the ordinary high watermark existing prior to introduction of the law by the Japanese Government shall be re-established.

    This Act amends the Public Lands and Resources Act by; giving definitions of “Adjoining lands”, “Land-fill”, "Lands reclaimed from marine areas below the ordinary high water mark" or "reclaimed lands", "Marine areas below the ordinary high water mark" and "Ordinary high water mark"; and inserts a new section (105) for purposes of confirming ownership of newly constituted lands by the owners of adjoining lands.

    This Act makes provision for the payment of compensation for withholding of property by persons acting in collusion with tenants and for the recovery of non-paid rent. The Act also makes provision for the renewal of leases without the surrender of land.

    This Act establishes the Jaluit Atoll Development Authority as a body corporate, defines its functions, powers and internal organization and establishes the Jaluit Atoll Development Authority Fund.The primary functions of the Authority under this Act shall be: (a) to prepare, implement and promote development programs and projects for the benefit of the inhabitants of Jaluit Atoll autonomously or jointly with other government or private organizations or agencies; and (b) to develop and implement a comprehensive Jaluit Atoll Development Plan.
