    Senegal

    Land and decentralisation policies in Senegal have been closely linked since the country became independent in 1960. Although local governments manage public lands and participate in the management of special areas, the actual degree popular participation in land and decentralisation policies occurs strongly depends on the rights granted to local communities and governments and the available human and financial resources. This paper explores these issues and discusses their effect on decentralisation and land management in Senegal.

In response, the Nigerian government launched the Second National Fadama Development Project (Fadama II) in 2005. Based on the community-driven development (CDD) approach, the project aims to generate income for beneficiaries, empower local communities, and improve the way governments reach poor and vulnerable groups, such as women, the elderly, disabled, and people with HIV/AIDS.--Authors' Abstract

    Most of Nigeria's poor reside in rural areas and gain their livelihood from agricultural work. If the government's poverty reduction goals are to be achieved, Nigeria will need an adequate level of strategically targeted investments in agriculture to upgrade rural infrastructure, boost productivity, and increase competitiveness. Before effective investment programs can be designed and implemented, however, it is important to have a clear understanding of the current pattern of public spending on agriculture.

    "Tomato, cabbage, and garden egg (African eggplant, or Solanum aethiopicum) are important crops for small-scale farmers and migrants in the rural and peri-urban areas of Ghana. Genetic modification has the potential to alleviate poverty through combating yield losses from pests and diseases in these crops, while reducing health risks from application of hazardous chemicals.

Several studies from African and Asian countries have found that poultry production significantly contributes to several livelihoods indicators of rural households, such as income, food and nutrition security, and intra-household gender equality.

    In the past 20 years Ghana has significantly advanced economic development and reduced poverty. Between 1984 and 2004, the country’s real gross domestic product (GDP) grew by 4.8 percent a year. By 2015 the government aims to raise Ghanaians’ per capita income above US$1,000 and to achieve GDP growth rates of more than 8 percent a year. Agriculture is central to the government’s efforts to achieve these objectives; it accounts for a third of the country’s GDP and employs nearly 60 percent of the workforce.

    Public spending on agriculture in Nigeria is exceedingly low. Less than 2 percent of total federal expenditure was allotted to agriculture during 2001 to 2005, far lower than spending in other key sectors such as education, health, and water. This spending contrasts dramatically with the sector's importance in the Nigerian economy and the policy emphasis on diversifying away from oil, and falls well below the 10 percent goal set by African leaders in the 2003 Maputo agreement.
