    Large scale land acquisition is a buzzword of the day in the world, more so in Ethiopia. The issue is indeed polarizing, in one hand it is dubbed as land grab and seen as ultimate scramble for land. On the other hand, it is often depicted as key to development, technology transfer and boost in productivity of an otherwise idle land available in Ethiopian lowlands, or somewhere else.

    For rural women and men, land is often the most important household asset for supporting agricultural production and providing food security and nutrition. Evidence shows that secure land tenure is strongly associated with higher levels of investment and productivity in agriculture – and therefore with higher incomes and greater economic wellbeing. Secure land rights for women are often correlated with better outcomes for them and their families, including greater bargaining power at household and community levels, better child nutrition and lower levels of gender-based violence.

    The present Food Security Strategy (FSS) updates the original one of 1996 by sharpening the strategic elements to address food insecurity based on lessons learned. In recognition that the pursuit of food security is a long-term and multi-sector challenge, institutional strengthening and capacity building is included as a central element of the Strategy.

    The Sustainable Development and Poverty Reduction Program is a cross-sectoral national program of Ethiopia covering the period of 2002-2005. Its main objective is to reduce poverty and at the same time maintain macroeconomic stability.With regard to food security, the strategy’s overall objective is to ensure food security at the household level, while the rural development policies and strategies would focus on ensuring national food self-sufficiency.

    This Proclamation of the Afar National Regional State establishes a rural land administration system that is suitable for natural resource management and protection and that incentivizes investment within the traditional clan-based communal land tenure system. Laws that pertain to lands designated as forest lands, wildlife sanctuaries, biodiversity protected lands, environmental and natural resource conservation and preservation areas shall not be affected by this Proclamation. The Proclamation, among other things: provides for survey, registration, certification etc.

    This basic piece of legislation sets out principles and lays the foundations for laws relative to land tenure and administration of rural land are to be enacted by Regional Councils in respect of each Region of Ethiopia and in accordance with the present Proclamation, laws on environmental protection and land utilization policies. (Rural) land is declared to be a common property of the “Nations, Nationalities and Peoples” of Ethiopia and it is prescribed that land shall not be subject to sale or other means of exchange.

    This Proclamation aims at improving management and utilization of land and land resources for agricultural purposes in the Southern Nations, Nationalities And Peoples' Regional State. It applies to all land that lies outside of municipal borders. The Proclamation defines the right to acquire, free of charge, rural land by peasants, pastoralists and semi-pastoralists engaged in agriculture and the equal rights of women with respect to land and provides for the protection of such rights.
