    Production, availability and accessibility of reliable data and statistics are of fundamental importance in monitoring and in taking evidence-based decisions for good land governance. The demand for data as evidence is increasingly focused to monitor global and national developmental status and targets. Implementation of intentionally agreed commitments like Sustainable development Goals (SDGs) influence data production and availability, and the development of national statistical capacities (OECD, 2015)1 .

    The present study aims to clarify the various issues regarding land security of poor and other marginalized groups in Malian rural areas. It looks into questions relating to how poor and vulnerable groups obtain access to land and natural resources, and what factors cause their exclusion. It analyzes existing methods for formalizing land rights and land transactions and their impacts on the poor.

    Land is one of the terrains of struggle for most rural women in Africa because of its importance in sustaining rural livelihoods, and social-cultural and geopolitical factors that hinder women from enjoying land rights. Even when there are progressive land laws, as it is for Tanzania, women have not really enjoyed their rights. However, this has not stopped women to keep fighting for their land rights.  They have sought their own approaches by leveraging opportunities within traditional, religious, and formal systems standing for their rights.

    The land tenure system of Tanzania has passed through different historical milestones which form the basis for the analysis of the land tenure regime in general and tenure relations for land owners and users in particular in the past eight decades. The history dates back to 1923 when the British colonial legislative assembly enacted the Land Ordinance cap 113 to guide and regulate land use and ownership in Tanganyika which was their protectorate colony. Prior to this law, all the land in Tanzania was owned under customary tenure governed by clan and tribal traditions.

    To ensure that there is sustainability at the community level in its land rights and governance training programme, Land Rights Research and Resources Institute (HAKIARDHI), a Tanzanian national level organization that spearheads land rights of small-scale producers, uses land rights monitors (LRMs) in its program areas. In each of the selected villages of the program districts, two LRMs (a man and a woman) who have received land rights training from HAKIARDHI are democratically elected by villagers.

    We are a diverse group, women and men, from all regions of the world who came together in this EGM convened by Global Land Indicators Initiative, UN Habitat, Oxfam, Landesa, Huairou Commission and UN Women. We are from governments including national statistical organizations and land agencies, multi-lateral agencies, civil society organizations, including women’s organizations and groups that met on July 8 – 9, 2017 to discuss women’s land rights in the context of the SDGs.

    This Expert Group Meeting (EGM1 ) was convened with the purpose of examining land indicators in the Sustainable Development Goals (SDGs) and promoting meaningful and harmonised approaches to monitoring women’s land rights (WLR)2 . It was convened by the Global Land Indicators Initiative (GLII) of the GLTN, UN Habitat, and Oxfam with inputs and assistance from Landesa, UN Women and Huairou Commission as part of a process of work on the development of methodologies for the land related SDG indicator monitoring.

    Last 25-26 October 2010, the Association for Land Reform and Rural Development (ALRD), the Asian NGO Coalition for Agrarian Reform and Rural Development (ANGOC) and the International Land Coalition (ILC) jointly organised this Regional Workshop on Women and Land Rights, as a response to the urgent need to cast the spotlight on women and their access to and ownership of land. The objectives of the workshop were identifying strategic areas and developing a road map for 2011-2012, to strengthen ILC Asia’s work on women’s land rights.
