    This article discusses how one group is contributing to critical thinking about how the Voluntary Guidelines for the Responsible Governance of Tenure of Land, Fisheries, and Forests in the Context of National Food Security (VGs) are implemented. The Future Agricultures Consortium (FAC) - an Africa-based alliance of agricultural research organizations - is both tracking implementation of the VGs and launching a study that will, among other things, investigate the multiple pressures toward the commercialization of land and the resulting impacts on land rights in Southern Africa.

    CARE began PROSPECT (Program of Support for Poverty Elimination and Community Transformation) in 1998. PROSPECT aims to reduce poverty in peri-urban areas of Lusaka. It employs a community-based approach to carry out three types of activities: social empowerment (institution building at the local level), personal empowerment (microfinance), and infrastructure improvement (mostly water supply schemes). PROSPECT has attempted to carry out these activities largely through its support of area-based organizations (ABOs) that now form part of city government.

    The distributional benefits of commercialization of agriculture, access to commercialization opportunities, and sharing of commercialization risks are functions of institutional arrangements. Obviously, the indirect food security and nutritional effects are, thereby, partly a function of such institutional arrangements. This chapter explores the relevance to food security of one form of contractual relationship in agriculture: formal contracts between producers and buyers (generally processors or exporters), a production and marketing system known as contract farming.

    Since 1996, a growing coalition of stakeholders from the private sector, government and donor communities has promoted a new package of agronomic practices for smallholders in Zambia. The conservation farming (CF) system they advocate involves: dry-season land preparation using minimum tillage methods (either ox-drawn rip lines or hand-hoe basins laid out in a precise grid of 15,850 basins per hectare); no burning but rather retention of crop residue from the prior harvest; planting and input application in fixed planting stations; and nitrogen-fixing crop rotations.

    Southern African Agriculture and Climate Change: A Comprehensive Analysis examines the food security threats facing eight of the countries that make up southern Africa — Botswana, Lesotho, Malawi, Mozambique, South Africa, Swaziland, Zambia, and Zimbabwe — and explores how climate change will increase the efforts needed to achieve sustainable food security throughout the region. Southern Africa’s population is expected to grow at least through mid-century. The region will also see income growth.

    Zambia is one of the poorest countries in Africa. Despite substantial reform during the 1990s, the economy has remained heavily dependent on urban-based mining. Copper's long-standing dominance led to a strong bias against agriculture, which undermined the sector's growth and export potential. Consequently poverty has remained concentrated within marginalized rural areas. Recent volatility in copper exports and growing foreign debt indicate the need for further economic diversification and pro-poor growth.
