    ABSTRACTED FROM PURPOSE OF THIS MISSION: The purpose of the mission was to gather accurate and up-to-date information from a range of sources about a number of issues concerning the treatment of Tamils including the government’s attitude to diaspora activities and the treatment of members of diaspora groups, in particular members of the Transnational Government of Tamil Eelam (TGTE). The mission was also interested in gathering information about the treatment of members and former members of the Liberation Tamil Tigers of Eelam (LTTE).

    Compulsory Land Acquisition in Afghanistan: Does the Law Meet World Bank Standards on Involuntary Resettlement?

    This paper examines how far Afghanistan’s Land Acquisition Law complies with standards required for World Bank financing of public interest projects that unavoidably extinguish or diminish existing land rights in the project area. For this purpose, the law was compared with standards laid down in World Bank ESS5 on Involuntary Settlement. Additional reference was made to ESS1 on social risk and impact assessment, and to ESS7, in regard to communities whose socio-culture and livelihoods rely distinctively and historically upon collectively-based tenure or land use.

    Farm Restructuring in Uzbekistan: How Did It Go and What is Next?

    In January 2019, Uzbekistan started a new farm restructuring1. It is said to seek to optimize the use of farmland by increasing the size of farms producing wheat and cotton, reallocating land to more efficient farmers and even clusters, and improving crop rotation options. This is not the first time that this kind of farm restructuring in Uzbekistan takes place. The country has gone through several waves of farm restructuring and land reallocations. Both these processes were administratively managed, with little reference to market or income generation opportunities.

    Globally, increased investor interest in land is confronting various types of political mobilisations from communities at the grassroots level. This paper examines the case study of a land occupation movement called Chengara struggle in the largest corporate plantation in southern India. The movement is led by the historically dispossessed scheduled caste and scheduled tribe communities. The objective of the study is to understand the type of institutional transformation of property rights that the movement is calibrating.

    This manual illustrates a monitoring scheme for monitoring large-scale agricultural investments. It aims at providing orientation for establishing a monitoring scheme and implementing monitoring activities in the framework of LSAI with the collaboration of the authorities responsible for leasing out land to agricultural investors and supervising related activities. While focused on Ethiopia, it will be a useful resource for other countries too.

    Large-scale agricultural investments (LSAI) in Ethiopia are expected to provide input for the processing industry and to bring foreign currency as well as technology transfer to the country, while the local communities will benefit from employment and infrastructure improvements related to these investments. But the results of investment projects have been rather limited so far. In the past, the land identification (and verification) process for LSAI, due to various reasons, was not implemented with the required accuracy, which often resulted in environmental and social problems.

    In economics, land has been traditionally assumed to be a fixed production factor, both in terms of quantity supplied and mobility, as opposed to capital and labor, which are usually considered to be mobile factors, at least to some extent. Yet, in the last decade, international investors have expressed an unexpected interest in farmland and in land-related investments, with the demand for land brusquely rising at an unprecedented pace.
