There has long been an active debate in Haiti - as in many other developing countries - over whether or not the customary tenure system constrains technology adoption and agricultural development, and whether cadaster and land titling should be national priorities. This paper contributes to this debate by reviewing and interpreting the body of literature and new empirical evidence concerning the relationship between land tenure and the adoption of technology in rural Haiti.

During the week beginning the 25th of October 1999 in Honduras and Nicaragua, Hurricane Mitch devastated large areas in the cities, razed bridges and highways, and left some regions isolated, blocking aid efforts. The production of basic grains that are obtained in the hillsides, where the poorest farrners live, suffered serious damage. Winds and floodwaters badly hit the productive areas where some farmers were harvesting their crops and others were planting. Great losses were caused, affecting the economy and production of food of these two countries.

An overlap in the regulation of access to land and resources between customary and state management systems is causing problems of contradiction and conflict. This report analyses the pros and cons of both systems and makes a series of recommendations.State administration of land is found to have worked against poorer elements in Ghana. Whilst the Lands Commission and other institutions have made some positive achievements there is no evidence of practical benefits for the majority. Compulsory acquisition has resulted in displacement, landlessness and social unrest.
