Land administration and cadastral systems are playing a crucial global role in safeguarding the security of access to land and natural resources. Information technology systems have become basic elements of these systems everywhere. Introduction of automation to land administration has improved systems’ efficiency, standardisation and accessibility, which in turn have contributed to responsible land governance. Developing country land administrations are, however, often inefficient and poorly structured.

The research finds that community land registration, under the 1997 land law, can strengthen community rights to use and benefit from their land in relation to outsider interests in land. However, intra-community and intra-household land rights are not addressed, since it is only community land boundaries which are registered.

The research finds that there is little awareness of land registration processes on the part of low-income groups. Unlike the case of rural land, specific regulations governing the use of urban land are not yet in place.
