The Gujarat state government has followed a strategy focussed on industrialisation and urbanisation with an open door policy ever since its inception in 1960. Economic reform measures at the centre with an explicit emphasis on trade and industry considerably benefited Gujarat, making its economic performance outstanding. During the process of economic policy reforms and liberalisation in the 1990s, the constraints and regulation on economic activities by the centre in different segments of the economy got relaxed.

Report finds that land rights in Ethiopia are highly insecure, and higher tenure security and transferability could enhance investment and agricultural productivity. Trying to identify and implement measures to increase producers’ tenure security could have a large pay-off in terms of rural productivity and poverty reduction.The authors use a large data set from Ethiopia that differentiates tenure security and transferability to explore determinants of different types of land-related investment and its possible impact on productivity.

This study contends that Zambia cannot develop if it neglects policy for the efficient utilization of its natural resources. Recently, new community-level institutions have emerged in Zambézia province, Mozambique, through land rights registration. Numerous rural groups have delimited their acquired land rights and established community-level management systems. This paper assesses the rise of these ‘new’ institutions and whether they have replicated, replaced, or been added on to the existing pattern of state and nonstate institutions and processes.The new communities have registered large swathes of land, but have had had a limited impact on development processes.

The KLA fraternity was pleased to hear the president’s remarks that the Njonjo report was a blueprint that would guide the future government in handling the delicate land issues efficiently and justly.
