Land administration and cadastral systems are playing a crucial global role in safeguarding the security of access to land and natural resources. Information technology systems have become basic elements of these systems everywhere. Introduction of automation to land administration has improved systems’ efficiency, standardisation and accessibility, which in turn have contributed to responsible land governance. Developing country land administrations are, however, often inefficient and poorly structured.

A titulação da terra tem sido vista como meio de garantia da posse segura deste recurso por parte dos indivíduos, nomeadamente dos camponeses. Nessa linha, a maioria das reformas enfatizam a necessidade de se ter cidadãos com terra legalizada.
Este texto mostra que, se por um lado, a não titulação é uma ameaça à posse segura, por outro, a própria titulação pode ser um risco para os mais carenciados se observados, à letra, outros preceitos que a lei consagra.

Land legislation and cadastre system are the tools and mechanisms in order to achieve the objectives of land policy in delivering sustainable development. According to the Federal Constitution of Malaysia, article 74 empowers the State Legislative Assemblies to enact laws for the matters under the state list while land matters are one of the subjects under the list.

The Torrens system was designed to deal with problems of 19th century conveyancing practice and it is questionable whether it meets the needs of the 21st century. The doctrine of immediate indefeasibility of title exacerbates the growing problem of identity fraud and is capable of causing much injustice, which in itself leads to a high volume of litigation. This article considers the possibility of reform, in particular the introduction of a comprehensive insurance scheme and a move away from immediate indefeasibility.

Analysing bureaucratic responsibilities influencing tropical rainforest transformation systems

Using content analysis of policy documents, this paper aims at (i) analysing the formal administrative responsibilities related to the four rainforest transformation systems and (ii) based on the informal motives of the competing bureaucracies involved generating hypotheses on their future course of action and related research.
