The provisions of this Directive are governed by the Minister of Food Agriculture and Livestock. This Directive sets forth the duties, powers and responsibilities of each central unit of the Ministry of Food Agriculture and Livestock and provides for the division of their duties, powers and responsibilities to avoid conflict of powers and overlap of duties.
This Law sets forth the principles and procedures of valuation of areas taken out of forest area borders on behalf of the Treasury and vending of agriculture lands owned by the Treasury. The Law also sets out the principles and procedures of creation of new forest areas, replacement of forest villagers and supporting the development of replaced forest villages. The provisions of this Law covers only areas taken out of forest area borders in accordance with Article. 2 of the Law No. 6831 and covers the agriculture lands owned by the Treasury.
This Ministerial Decree establishes the modalities of the use of pastures and grazing resources for the purposes not related to grazing of cattle. It specifies that local authorities shall be granted the right to allocate pastures and grazing resources for payment in accordance with contracts for use of pastures and grazing resources for purposes not related to grazing of cattle. The right of use of pastures for the period of over three years shall be subject to compulsory state registration.
The Law consists of 7 Chapters composed of 67 articles dealing with the following matters: 1) general provisions (chapt. 1, arts. 1-8); 2) the unified land territory and its basic classification (chapt. 2, arts. 9-16); 3) the authority of the government bodies and local self-governing organizations regarding land issues (chapt. 3, arts. 17 – 23); 4) land management, land register and the unified land territory report (chapt. 4, arts. 24-26); 5) concession of land in ownership and lease (chapt. 5, arts. 27-51); 6) efficient and rational use of land and land protection (chapt. 6, arts.
Articles 6, 9, 14, 30 have either been amended or new paragraphs have been added. The present Law also amends new articles of the Village Law of 1924, the Law on Natural Disasters 1959, and the Tourism Incentives Act of 1982. The formation of the technical teams is re-defined. The in-forest pastures and grazelands are re-defined by a committee set up by the Ministry of Environment and Forestry and cannot be used for any other purposes unless their allocation purposes are modified.
The Law totals 78 Articles and is divided in the following Chapters and: I, Fundamentals of the Agricultural Law; II, Agricultural Production; III, Strengthening of Material and Technological Foundation of Agriculture; IV, protection of Agricultural Resources; V, Management of Agricultural Products. The Law highlights agriculture as one of the major pillars of national economy because it ensures the supply of food to the population and the production of raw materials to be destined to industrial and commercial utilization.

This Ministerial Decree establishes the modalities of carrying out veterinary and sanitary arrangements in accordance with veterinary norms and standards that are compulsory for all natural and legal persons. Veterinary arrangements shall be intended complex of antiepizootic measures and procedures aimed at protection of animal health, prevention and liquidation of the outbreak of animal diseases. Agricultural animals must be kept clinically healthy and comply with basic physiological indices in accordance with veterinary recommendations and regulations.
The purpose of this Regulation is to determine lands that could be used for other than agricultural purposes when needed and to determine lands of with a potential high level of agricultural production. The Regulation sets forth provisions on cadastre, land registration, actions to be taken for protection of environment, land leveling by determining all vegetative production areas including meadow and pastures, preventive measures for erosion, efficient use of lands, drainage network, land valuation and land parceling, in the field of land consolidation.
These Measures are divided into 8 Chapters: General Provisions (I); Ownership and Right to the Use of Land (II); General Plans for the Utilization of Land (III); Protection of Cultivated Land and Land Reclamation (IV); Land for Construction Purposes (V); Supervision and Inspection (VI); Legal Responsibilities (VII); Supplementary Provisions (VIII).Article 7 provides for lands which shall be under the collective ownership of farmers and herdsmen.
