    According to the government agency Acción Social, around six per cent of national territory has been abandoned, while between 3.3 and 4.9 million people have been displaced by conflict and violence in Colombia. Roughly half of the internally displaced families owned or occupied land before their displacement. Almost all of them have lost it as a result.

    Unprecedented pressures on land and its governance have been created. As evident around the globe, where land governance is deficient, high levels of corruption often flourish. Under such a system, land distribution is unequal, tenure is insecure, and natural resources are poorly managed.

    There is important evidence to suggest that corruption is a key factor contributing to the degradation of renewable natural resources. Forestry officials and law enforcement officers who are in the pockets of corrupt logging firms often turn a blind eye to activities that threaten the sustainable management of a forest’s biodiversity. Similarly, fishery inspectors endanger stocks when they accept bribes to ignore official quotas for trawlers.

    Los ejidos y comunidades agrarias son la forma de tenencia de la tierra que abarca mayor superficie en el campo mexicano; ellos ofertan una importante producción agropecuaria y en sus suelos están la mayor parte de los montes, áreas forestales, manglares, costas, agua, minas y diversos atractivos naturales; sin embargo, poco se conocen sus características generales, por lo que este artículo presenta los rasgos principales de estas formas de propiedad del suelo y un panorama amplio de su situación actual (basado fundamentalmente en el análisis del último censo ejidal).

    This is the first issue of the Journal of Law and Rural Development, published by IFAD. IFAD’s mandate to address rural poverty and promote rural development is unique among international organizations. For many years IFAD limited its activities to financing projects and programmes implemented by its Member States, but over the last decade it has begun to transform itself into a knowledge centre and a key participant in the international policy dialogue around rural development issues. The launch of this journal is another step forward in this transformation.

    Shortly after the Food and Agriculture Organization of the United Nations (FAO) was founded in 1945, the organization had started to support member countries addressing structural problems in agriculture with land fragmentation and small holding and farm sizes through the development of land consolidation instruments (Binns, 1950). During the 1950s and 1960s, FAO provided technical assistance to the development of land consolidation in member countries in Europe such as Turkey, Greece, Spain and Cyprus, but also in the Near East and Asia (Meliczek, 1973).
