The interface between environment and conflict has gained traction in policy and security circles in recent times. Growing scholarly interest on the linkage stems from increasing awareness on the role climate change plays in precipitating resource contestations and conflict over depleting natural resources, particularly in poor regions. Such impacts sometimes result from secondary consequences of environmental decline and resources scarcity which give rise to stiff competitions over access to available resources.

It gives communities the tools they need to understand the law that governs mining and to protect their rights. The land governance assessment framework (LGAF) is an innovative and participatory diagnostic tool that assesses the state of land governance in a country. The LGAF has optional modules for other topics such as large-scale land acquisition, forest land, and regularization of rights in urban areas. In South Africa, large-scale land acquisition was selected as an additional thematic area, as was the case in Nigeria. A framework of approximately 21 land governance indicators guides the process in these thematic areas, each divided into three or four dimensions.
