Monitoring reports were prepared in six Asian countries to understand the nature, causes, and impacts of land and resource conflicts, and to highlight the human rights issues intertwined with them. This publication likewise provides an overview of some of the available conflict response and resolution mechanisms in Bangladesh, Cambodia, India, Indonesia, Nepal, and the Philippines, and outlines recommended actions for addressing land conflicts.
Corruption is a continuing feature of the Philippines’ natural resource sectors. Given keen interest in the country’s REDD+ potential, it is useful to consider corruption risks related to REDD+ from a political economy perspective. This U4 Issue draws on fieldwork from two REDD+ pilot sites to assess current governance and anti-corruption safeguards related to benefit-sharing, land tenure rights for indigenous peoples, and private sector involvement. Many anti-corruption actions are in place in the pilot sites, but they are weakly embedded in social relations at the local level.
We estimate how a shift towards a more extractive resource policy, brought about by a regulatory reform of the mining sector, affected civil conflict in the Philippines. Our empirical strategy uses a difference-in-differences approach that compares provinces with and without mineral deposits before and after the reform. We find that the reform led to a large increase in conflict violence, most likely due to increased competition over control of resource-rich areas.
The Philippines faces a breadth of social and environmental challenges that threaten its economic and political stability. A long history of violent conflict stemming from ethnic, religious, and political tensions is further complicated by changing weather patterns that cause severe drought and damaging storms. Millions of people in Mindanao have been displaced by violence and extreme weather events, and their migration from rural areas leaves room for the expansion of terrorist groups that threaten regional stability.
The 2012 Census of Agriculture (CA) reported 5.56 million farms/holdings1 covering 7.19 million hectares, which translated to an average area of 1.29 hectares per farm/holding. The number of farms/holdings increased from 1980 to 2012 by 62.6 percent as the average area of farms/holdings decreased from 2.84 hectares per farm/holding in 1980 to 1.29 hectare per farm/holding in 2012. This could be accounted to the partitioning of farms/holdings from one generation of agricultural holders/operators to their succeeding generation.
One of the major interventions to effect rural development in the Philippines is the Comprehensive Agrarian Reform Program, which was instituted in 1988 and its implementation is extended until 2014. Using a panel data from a series of surveys (1990, 2000, and 2006), the economic impacts of the Program were evaluated.
Land is considered a vital resource for any nation. It serves as the platform for carrying out
social, cultural and economic activities. Access to land is an important means for promoting
growth and equity and achieving social justice in many countries. The process by which
decisions are made regarding access to and use of land, the manner in which those decisions are
implemented and the way that conflicting interests in land are reconciled are crucial in
determining whether the country has what it takes to derive the desired benefits from this
SEC. 1. Title. — This Act shall be known as the "Anti-Squatting Law Repeal
Act of 1997."
SEC. 2. Repeal. — Presidential Decree No. 772, entitled "Penalizing
Squatting and Other Similar Acts" is hereby repealed.
SEC. 3. Effect on pending cases. — All pending cases under the provisions
of Presidential Decree No. 772 shall be dismissed upon the effectivity of this
Act.
