    In August 2013, the Government of Uganda gazetted the National Land Policy (NLP) after having initiated the policy process over three decades ago. The NLP is to provide an over-arching policy framework for land governance and management, consolidating the many other policies and laws that have governed land and natural resources since colonial times.

    Basic survival is very difficult for the 1.2 million people who live in Karamoja, a remote region in northeastern Uganda bordering Kenya marked by chronic poverty and the poorest human development indicators in the country. Traditional dependence on semi-nomadiccattle-raising has been increasingly jeopardized. Extreme climate variability, amongst other factors, has made the region’s pastoralist and agro-pastoralist people highly vulnerable to food insecurity.

    Inequities in land ownership and access are possibly one of the most common injustices that have persisted in Uganda since the pre-colonial times. Unfair land use policies and practices and the lack of security of tenure must be immediately addressed if Uganda is to achieve its development goals under the National Development Plan II and most of the Sustainable Development Goals.

    The degradation of forests is a threat to both the functioning of ecosystems and the well-being of human communities. Nations have for several years grappled with the challenge of finding ways of restoring forest landscapes that suit the ecological constraints of particular sites as well as the socio-economic circumstances of the landowners or land users, and ensure resilience under various future uncertainties.     Between 2012 and 2017, Vi Agroforestry and partners supported the development and implementation of the Lake Victoria Farmers’ Organisation Agroforestry (FOA) program. Under this program, and in cooperation with 40 member-based farmer organizations spread across Kenya, Uganda, Tanzania and Rwanda, approximately two million female and male farmers, school children and young people were mobilized to implement agroforestry and sustainable agriculture land management (SALM) practices in different agroecosystems of Lake Victoria catchment areas.
