    Recent food security crises in Africa have revived the debate on whether current land tenure systems constrain farmer innovation and investment in agriculture. Both direct and indirect linkages between land tenure and food security have been suggested. This study aims for a better understanding of these linkages.

    The Communal Land Associations in Community Forests of Budongo Sub-county are the first pilots in Uganda, and are still in the process of formation. Given that this is a new method for group tenure interests in resource management, the process should be dynamic and invite close analysis for improvement.

    Although many irrigation systems in the dry zone of Sri Lanka have water shortage problems, water consumption is very high during land preparation. This paper analyzes the impact of institutional interventions on efficient water management, especially during the land preparation period. It provides a comprehensive understanding of the factors behind prolonged periods of land preparation so that system managers and farmers communities can develop appropriate interventions to reduce water consumption

    AFRA’s work at Ekuthuleni started in 1998. It’s now 2004, six years later, and we have to confess that we have failed. It is not possible to secure tenure at Ekuthuleni, for the purposes for which people want that security, within the current legal, technical and institutional frameworks. A small window of opportunity still exists that might allow us to reverse this judgement.

    This paper is concerned primarily with the functions of land administration. Its
    purpose is to describe the current land administration practices as understood by
    traditional structures with a view to unpacking some of the components of the existing
    African tenure arrangements in KwaZulu-Natal. This, it is hoped, will help to create a
    base to understand how communal land systems operate, regardless of which structure
    governs them, in order to support practices that secure tenure effectively.
