The State Treasury validates amendments and additions No. 4 to the Regulation of the State Treasury No. 29 of 1995 regarding the application of the Law "On royalties for the use of land" according to the Annex. This document has been previously approved by the Ministry of Finance and by the State Committee on Land Resources and Land Survey. Regulation 1 is modified as follows: paragraph 5 is supplemented with point 25.

The Government, for the purpose of securing the rights of the owners of land shares and property shares in agricultural commercial enterprises which members have voluntarily agreed to re-organise them, as well as for the purpose of regulating certification of the right of property and property transactions, decrees to validate Recommendations on preparation and issue of certificates on the right to land shares and property shares and Recommendations on the modalities of management of land shares and property shares.
This Act lays down provisions relating to agrarian contracts, giving particular regard to lease and sharecropping. The Act is divided into three different Titles. Title I regulates lease of agricultural lands and sets out detailed rules in matter of duration (the minimum duration is up to fifteen years), tacit renewal, withdrawal and annulment. Article 8 lays down rules for determining the fair rent. Title II of the Act deals with the conversion of lease into other contracts, such as sharecropping. Article 49 (Title III) provides for the transmission of rights on lands to heirs.

Land taken by the Government is declared to be confiscated land and any irregularities in acquisition shall be resolved through procedures under the Land Adjudication Act. This Decree provides for the exemption from the agricultural land use tax in case of land assigned by the State to households and individuals for agricultural development, or belonging to farmer cooperatives whose land has been assigned for agricultural production, or for agricultural and forestry farmers which have been assigned lands for farming, in poor and less favoured areas.
The Act has been amended as per the deletion and substitution of paragraph 1 and the insertion of a new paragraph 1A; paragraph 2, 3 and 4 underwent minor changes in terms of substitution of sentences and some additions. Any application made or pending and any order or decision of and any right of appeal of a Strata Titles Board prior to 1st May 2004 shall not be affected.
