   This Ministerial Decree validates the Regulation on transfer in lease and management of pastures and the form of contract for transfer of the plots of pasture areas. It classifies pastures as: (a) pastures for transhumance; (b) pastures for intensive management; (c) pastures located between transhumance areas and fixed pasture areas; and (d) pastures of the inhabited areas. All pasture areas shall be mapped and shall have boundaries designated afield.

   This Ministerial Decree validates the Instruction on secrecy of topographic, geodetic, cartographic, gravimetric, aerophotographic and outer space data and information with the consideration of introduction into cartographic and geodetic production of geoinformation, digital and satellite technologies.    This Ministerial Decree establishes terms and conditions for allotment in ownership or on lease on plots of municipal land for payment through public tender or through direct sale. The period of ownership or lease can be conceded for at maximum 50 years and the exact period of ownership or lease shall be established by the authorized state institution.

Concession of urban land in ownership can be carried out through direct sale of land. The provisions of this Decree shall not be applicable to concession of the plots of land free of charge.

   This Ministerial Decree establishes the modalities of carrying out tenders for allocation of plots of public land in recreational and health resort area in Issyk-Kul province for construction of health resort facilities, objects of tourism and service. State administration shall be granted the right to concede the aforesaid plots of public land for aforesaid purposes with the consideration of restrictions imposed by the national legislation. The plots of land must be free of abridgement of rights related to third party.

   This Ministerial Decree establishes the modalities of the use of pastures and grazing resources for the purposes not related to grazing of cattle. It specifies that local authorities shall be granted the right to allocate pastures and grazing resources for payment in accordance with contracts for use of pastures and grazing resources for purposes not related to grazing of cattle. The right of use of pastures for the period of over three years shall be subject to compulsory state registration.

    This Ministerial Decree regulates management of land under protected areas, recreational land and land of historical and cultural heritage. The aforesaid categories of land shall be covered by restrictions on economic activities that may have negative impact thereon. Land of protected areas and land of historical and cultural heritage shall be exonerated from payment of taxes and levies. Expropriation of land of protected areas, recreation and historical and cultural heritage for state and public needs shall be prohibited.
