Registration shall be carried out through application by the following categories: (a) owner; (b) landlord; (c) leaseholder; (d) pledgeholder; (e) trust manager; (f) bankruptcy administrator; (g) tutor; (g) trustee; (h) by power of attorney; and (i) other persons in accordance with legislation.

   A Decree to provide for fees for the use of State land by private parties and land registration. A user of land that is entrusted the state to him for purpose of agricultural and forestry production, breeding of sea products, and producing salt, shall pay land using fees when using the land for other than allowed purposes. Organizations, families, individuals shall pay cadastral fees in the following cases: granting the land use right certificate; certifying the registration of the change on land; extracting the cadastral file.

   This Act principally makes provision for the making and registration of deeds regarding land and other real rights, for rights in land such as lease and servitude and for the transfer of land.The Act consists of 88 section divided into 7 Parts: Preliminary (I); Administration (II); Registration (III); Registration of land (IV); Bonds (V); Rights in immovable property (VI); General (VII).There shall exist registries of deeds as set out in section 3. The Minister shall appoint a Chief Registrar of Deeds and may appoint other registrars of deeds pursuant to section 4.

   El presente Decreto Legislativo modifica la Ley de promoción del acceso a la propiedad formal, respecto a la introducción de medidas complementarias para la promoción del acceso a la propiedad formal, disponiendo entre otras cosas, la modificación de normas relacionadas con la adjudicación de tierras del Estado con fines de vivienda a través de la implementación de Programas de Adjudicación de Lotes de Vivienda, a cargo del Organismo de Formalización de la Propiedad Informal (COFOPRI).
