   Large-scale land acquisition projects by foreign investors, also known as “land grabbing,” raise difficult questions about the processes of valuing land in Sub-Saharan Africa that the current literature does not sufficiently explore. Land acquisitions can help developing countries like Tanzania achieve their economic and development goals. Nonetheless, it can also threaten local livelihoods and well-being due to displacement, lack of access to natural capital, and conflicts between land users.

   In Uganda land remains the most sought–after natural resource;but legal and structural mechanisms have not been effective in addressing illegal land evictions faced by vulnerable communities. Most local investors have taken advantage of the structural gaps in land administration which have exacerbated the issuance of multiple titles. This has been compounded by Uganda’s weak justice system and excesses perpetrated by some police officers and the military. In recent times Uganda has witnessed catastrophic forced evictions across the country.

The systems;policies and laws that are being pushed to “register” and “formalise” land ownership do not put into consideration the cultural and historical aspects that govern land in many countries on the continent. Professor Sam Lwanga Lunyiigo asks pertinent questions about this push and about implications of customary land registration in Uganda.

   The reality that significant improvements in security of tenure at scale in rural Africa are still needed nearly a decade after the adoption of the Voluntary Guidelines for the Responsible Governance of Tenure of Land;Fisheries and Forests (VGGT) suggests a need to explore its limitations and consider what it would take to realize its objectives. The article documents significant impacts of the VGGT reform processes and highlights illustrative or “one-off” results.

The issues of concern and damages often expressed by a critical mass of the Addax project communities have been confirmed. The communities were taken by surprise when the project was first scaled down and then sold twice. The DFIs have failed to provide timely information on obvious risks of failure and to act accordingly. All this created harm that could have been avoided. In the end;communities did not have access to justice.

   This document presents results from the 8 April 2020 on-line conference on the impact of COVID-19 on small-scale farming;food security and sovereignty in the East African Community. There were 53 participants from 16 countries. The conference strongly acknowledged the contribution of small-scale farmers towards feeding the population during the time of COVID-19. Governments have tightened borders and restricted gatherings;but small-scale farmers often operate in groups. There is a lot of fear and uncertainty and most are staying away from their gardens in the planting season.

    International standards can help businesses fill gaps in national law but addressing issues at scale requires systematic governance reform. Law is part of the problem as often are governments. In many countries features of the law facilitate dispossession. It is often not technical capacity that is missing but the political power to confront vested interests. The challenges are steep but need to be confronted.
