Economists have generally argued that if a land tax is administratively feasible, then to increase efficiency it should be used to the exclusion of output taxes. This article shows that underlying this policy prescription is the assumption that institutions for pooling and spreading production risks are perfect. When account is taken of the imperfections in those institutions, some use of output taxes will be Pareto superior to a pure land tax regime and may induce higher output, as well. Henry George was wrong.

This study by GTZ on behalf of BMZ about FDI in land has identified numerous problems that the Malian Government needs to tackle. Since 2007 foreign direct investments (FDI) in land have dramatically increased. Situated in West Africa, the Republic of Mali
covers an area of 1,241,238 km2. Of this in 2002, 35.2 % was designated arable land and 11.6 % was cultivated land. To date, FDI covers 130,105 ha of land. The study formulates recommendations to ensure that local communities derive the best possible benefits from FDI. -

TAKEN FROM WEBSITE INTRODUCTION: This study by GTZ on behalf of BMZ about FDI in land highlights dramatic increase in land concessions, based on data collected in two provinces for an inventory, which GTZ conducted as no official data on land concessions is available. The Lao PDR is a small land-locked country in South-East Asia with a total area of 236,800 m2 with over 80% mountainous surface. It is estimated that all together concessoins for 2-3 million hectar land were granted, representing 13% of Lao PDR's total land area.
