    This Regional Law regulates the issues of allocation free of charge in ownership to legal persons of plots of land pertaining to state or municipal property. It shall be applicable to plots of land with non-delimited plenary powers and jurisdiction that can be disposed of by local government and also to plots of land pertaining to municipal property. The aforesaid plots of land can be allocated for collective housing construction.

    This Regional Law establishes the particulars of turnover of agricultural land. It shall be applicable to agricultural land plots and land share in common property. It shall not be applicable plots of agricultural land allocated to citizens for subsidiary smallholding, horticulture, gardening and cattle breeding. Minimum land area of agricultural land required for agricultural production shall be 1 hectare.

    This Law regulates purchase of land by the foreign legal and natural persons, and also by foreign institutions and organizations that have no status of legal person but have legal capacity. It also establishes terms, conditions and restrictions on the purchase of land by foreigners. The Act consists of four Chapters divided into 17 Articles: (1) general provisions; (2) right of foreigners to purchase land, internal water and forest; (3) temporary provisions regarding the right of foreigners to purchase non-agricultural land; and (4) final provisions.

    This Law is to set out the role of local self-government and to regulate relations between the State authorities and local self-government bodies. Local self-government bodies shall be responsible for the management of community’s property and financial resources. A community is a legal entity and disposes its property independently. This Act shall be applicable to city and rural communities. The competence of local self-government shall include: (a) land zoning and land use planning; (b) urban development and maintenance of the objects of cultural heritage.
