   These Regulations, consisting of 17 articles, are enacted in accordance with the Land Administration Law of the People's Republic of China, aiming to strengthen the management of land resources in the Yili River Basin, rationally develop and use land, protect and improve the ecological environment, and achieve sustainable development.The land development of the Yili River Basin refers to the activities of scientific, rational and effective exploitation and business operation of the undeveloped land in the Yili River Baisin.

   The topic of how best to make rangelands secure for local rangeland users is one of ongoing debates. The very nature of rangeland use – the need for landscape level planning incorporating spatially and temporally variable resources, and for recognising the multiple layers of use by multiple actors presents complexity that is not easily accounted for by the often inflexible and simpler land tenure systems that governments prefer to introduce.

   Describes a long-standing grazing dispute in northern Namibia that provides critical lessons on the challenges that people living in communal areas face to secure their land rights. Several large livestock owners illegally enclosed community rangelands to secure grazing for their own commercial cattle herds. The communities used legislation to defend their land rights: they mobilised relevant government and traditional authorities to intervene, resulting in a court order for the removal of most of the illegal cattle owners.

The key rights explored include those of small-scale producers (farmers and pastoralists) and large-scale investors. Explores how the state defines, allocates, protects and compensates for land when it appropriates such rights.    Pastoralism has been under pressure due to a number of factors including climate change, population pressure and socioeconomic dynamism. These factors have affected the relationships among different pastoral groups and the functioning of the customary institutions in managing natural resources. Interference of the state structures into pastoral areas, land alienation for large scale investment and delineation of protected area from communal grazing areas have negatively affected the relationships between pastoralists and the state.

   The food security of more than 80% of Tanzania’s population and the country’s economic growth depend on family farming on certifi ed village lands.
