This Act, consisting of 54 sections divided into six Parts and completed by one Schedule, aims at finding a compromise between the cultural traditions of the Aboriginal and the need for development of the Northern Territory. The Act establishes the procedure for the registration and protection of sacred sites and prescribes how to protect sacred sites in the planning for the development and use of land. For the purposes of the Act, Aboriginal Areas Protection Authority is established and regulated.

This Law provides for the establishment of the General Directorate of Land Registry and Cadastre under the Ministry of Public Works and Settlement. It sets forth the principles and procedures of the establishment duties, powers and responsibilities of the General Directorate. This Act makes provision for the subdivision of land by a registered proprietor of a freehold estate or a leasehold estate in land that is subject to the Land Titles Registration Act 2008. The subdivision of land so as to provide for units shall be effected by approval under the Survey Act 2010 of a plan, which shall be drafted in accordance with this Act. Upon the approval of a unit plan, a common property in the plan vests in the body corporate created on approval of the plan.

This Act provides for the control on the development of land and for this purpose establishes the Development Control Authority. "It shall be the duty of the Authority to institute a survey of the State, examining the matters which may be expected to affect the development of the State or the planning of its development and in any event to keep all such matters under review" (sect. 6(1)). For the purposes of subsection (1), the Authority shall prepare a survey of matters mentioned in subsection (1) and a Development Plan as described in subsection (3) of section 6.

The Act consists of 99 sections which are divided into 6 Parts: Preliminary (I); Land Holding (II); Control of Land Use (III); Land Management (IV); Land Tribunals (V); Miscellaneous (VI).Sections 3 declares all land in Uganda to be vested in its citizens and divides land tenure systems into 4 categories: customary; freehold; mailo; and leasehold. Section 4 defines these titles in detail. Mailo tenure is a form of tenure that permits the separation of ownership of land from the ownership of developments of the land made by a lawful or bona fide occupant.
