    The last National Forest Inventory of Sierra Leone took place more than four decades ago in 1975. There appears to be no legal definition of “forest” in Sierra Leone and it is sometimes unclear whether reports are referring to the forest as a “land use” or a “land cover”.

    The rise of land deals poses unpredictable risks to war-torn societies, exposing them to the violent folds of the global economy. In Sierra Leone, commercial land leases have perpetuated the chieftaincy monopoly, further curtailed social mobility, and sparked particular resentment among youths and ex-combatants. Drawing on the concept of the “war machine,” I analyse how Kamajor militia fighters shape contestation against land deals and explore the attendant risks for remobilisation and conflict transformation.

    Much has been written on land deals, their impact and challenges of contestation in the Global South. Multiple studies show that communities are high-spirited as long as they oppose the actual conversion of their land. My findings illustrate, however, how companies, local authorities, communities, civil society and the government mitigate conflicts, re-shape resource governance, and negotiate terms of development in operating plantations and local-global dynamics thereof.

    Over the past 20 years scholars have repeatedly highlighted the complex relationship between conflict, peace and economics. It is today accepted that economic factors at the global, regional, national and local levels can promote conflict in various ways and that economic factors are therefore central in establishing a sustainable post-conflict peace. However, while the scholarly literature includes much nuance regarding the precise nature of these complex relationships, practices of peacebuilding are often far less nuanced.

    Was the civil war in Sierra Leone (1991-2002) fought for diamonds, or was it a peasant insurgency motivated by agrarian grievances? The evidence on both sides is less than conclusive. Ibis article scrutinizes the peasant insurgency argument via a more rigorous methodology. Hypotheses concerning intra-peasant tensions over marriage and farm labour are derived from an examination of the anthropological literature.

    This Scoping Mission Report, aimed at identifying the key land policy and land tenure reform issues and processes facing Sierra Leone, is based on extensive consultations with a wide range of stakeholders and review of available literature, undertaken in July 2009. It was commissioned by the Recovery for Development Unit of the UNDP in collaboration with the Ministry of Lands, Country Planning and the Environment. It will serve the purpose of enhancing public dialogue and programme development on land reform, and to also guide the coordination of initiatives and resource mobilization.

    This Act makes provision with respect to the procedure of escheat of property, i.e. the appropriation of any casual revenues arising within the Colonies or Foreign Possessions of the Crown (other than Droits of the Crown and Droits of the Admiralty) for or towards any public purposes within the Colonies or Possessions in which the same respectively may have arisen, including the revenue to arise from the estates and effects of persons who have died intestate and without heirs or next of kin.

    This Ordinance makes provision with respect to the compulsory acquisition of lands for public purposes and compensation for such acquisition to the landowner. It sets out the procedure for such acquisition and subsequent registration of land. The Governor may be required to purchase the rest of a piece of land if only a part was acquired and the rest is rendered useless to the owner. It shall be lawful for the Minister to resell any land purchased under this rule. The Ordinance also makes provision for resolution of disputed regarding compensation, etc.
