   This Act establishes committees with powers to preserve and reclaim land and to protect water resources in approved areas of the Gold Coast. The Minister may declare, for the purposes of preserving land, reclaiming land and protecting water resources, any area within a designated area to be a planning area and establish a planning committee for such area (sect. 3 and 4).

   The Law facilitates the acquisition of land and other immovable property for public purposes. The governor may authorize a public utility undertaking, after which a recommendation to acquire land will be made to the Governor, based on a preliminary investigation. After the sanctioning of the acquisition, the land shall vest absolutely in the Government. If no agreement has been reached on the compensation within three months after notification of such sanction, the Acquiring Authority shall apply to the Compensation Assessment Tribunal.

   The Act makes provisions for the conservation and improvement of the land and water resources. It establishes the Land Conservation Board (sect. 3) to exercise general supervision over land and water resources (sect. 5a) and to make conservation orders (sect. 7), closing orders (sect. 8) and orders to do work (sect. 9).    Cette loi porte limitation du morcellement des propriétés agricoles situées à l'intérieur des périmètres d'irrigation et des périmètres de mise en valeur en bour délimités. Dans les périmètres d'irrigation, la superficie minimum d'exploitation est fixée à 5 hectares; à l'extérieur elle doit être suffisante pour dégager un revenu permettant de rémunérer deux travailleurs agricoles. Font exception les morcellements pour la création ou l'extension d'entreprises non agricoles et en cas d'expropriation pour cause d'utilité publique.

   La presente Ley tiene por objeto el fomento, desarrollo y protección integrales del sector agrario. Para la ejecución de la política agraria (cap. IV), mediante el artículo 23, se crea el Instituto Nacional de Desarrollo Agrario (INDA), como entidad de derecho público, con ámbito nacional, personalidad jurídica y patrimonio propio, adscrito al Ministerio de Agricultura y Ganadería. El INDA substituye en sus funciones al Instituto Ecuatoriano de Reforma Agraria (IERAC).
