The Ghana Africa Research in Sustainable Intensification for the Next Generation (Africa RISING) Baseline Evaluation Survey (GARBES) survey was implemented from May to July 2014 as part of IFPRI’s Monitoring and Evaluation (M&E) of Africa RISING. Africa RISING aims to create opportunities for smallholder farmers in Africa south of the Sahara (through action research and development partnerships) by sustainably intensifying their farming systems and improving food, nutrition, and income security.

Soil and water conservation (SWC) practices like that of erosion control and soil fertility measures were commonly practiced in the semiarid region of southern Mali since the 1980s. The SWC practices were mainly meant to increase water availability in the subsurface, reduce farm water runoff and gully formation and improve nutrient content of the soil, thereby increasing crop yield. Despite such efforts to promote at scale SWC practices, the landscape of southern Mali is still affected by high rates of runoff and soil erosion and low crop yield in farmers’ fields.

Who can access and use the land? The answer to this age-old question is changing fast in many parts of rural Africa. Land that used to be allocated within the community by chiefs is now increasingly changing hands in more diverse ways. The wealthy and well-connected within the community or from further afield are frequently able to override local statutory or customary land rights, dispossessing the previous occupants or forcing them to divide their already small plots of land.
