This Decree prescribes the procedures for exchange, transfer, lease, sublease and inheritance of land-use rights as well as mortgages and as capital contributions in the form of land-use rights. Article 3 specifies documents required for the exercise of a land-use right.
The Supreme Soviet decrees as follows: 1). to put into effect the law regarding the right to land property from the 1st of September 1993; 2). till the conformation of the legislation of the Republic of Belarus to the law regarding the right to land property the effective legislative acts must be used to the extent that they do not contradict the aforesaid law; 3).
This Decree prescribes the procedures for exchange, transfer, lease, sublease and inheritance of land-use rights as well as mortgages and as capital contributions in the form of land-use rights. The Amendments and implementations deal mostly with written documents attesting land right of use, what has to be included in the Dossiers, who is entitled to certain provisions on lease and sublease or mortgage and who is not, conditions for mortgage in terms of land use right and other minor provisions.

Las presentes disposiciones establecen el marco normativo que regula la adquisición, la administración y los actos de disposición de las tierras fiscales. Dichas facultades serán ejercidas a través del Ministerio de Tierras y Colonización.
El presente Decreto establece cuáles son las acciones u omisiones no constitutivas de delito que se deberán considerar como contravenciones de las disposiciones legales vigentes en materia de posesión, propiedad y herencia de la tierra y bienes agropecuarios, y del registro de la tenencia de la tierra.
El presente Decreto establece normas sobre la operación del Fondo de Tierras y Aguas Indígenas contemplado por el artículo 20 de la Ley N° 19.253. El Fondo tiene por objeto: a) el otorgamiento de subsidios para la adquisición de tierras; b) el financiamiento de mecanismos para la solución de problemas relativos a tierras ; c) el financiamiento para la constitución, regularización o compra de derechos de aguas o financiar obras destinadas a obtener este recurso.
La presente Ley tiene como finalidad fortalecer y otorgar seguridad jurídica a los titulares de la propiedad, desarrollar y ejecutar una política nacional que permita la inversión nacional extranjera y el acceso a la propiedad por parte de todos los sectores de la sociedad.
