   The problematic relationship between land tenure, food security and conflict has recently generated a considerable body of research. Land disputes are increasingly recognised as dynamic processes that are generated by (perceived) land tenure insecurity. Conflicts, however, can also lead to intensified struggle for land, especially when politico-military elites seek to consolidate their power base and reward their supporters by extending control over land as part of their war strategies.

   FAO (Food and Agriculture Organization of the United Nations) and other development partners are working together with countries to prepare Voluntary Guidelines that will provide practical guidance to states, civil society, the private sector, donors and development specialists on the responsible governance of tenure. By setting out principles and internationally accepted standards for responsible practices, the Voluntary Guidelines will provide a framework and point of reference that stakeholders can use when developing their own policies and actions.

   The Cocoa Research Institute of Ghana (CRIG), with support from the World Cocoa Foundation (WCF) the United States Agency for International Development (USAID), performed the Ghana Land Tenure Baseline Survey, the first of its kind survey of tenure rights among cocoa farmers in Ghana. CRIG surveyed almost 1,800 cocoa farmers operating 3,900 cocoa plots regarding various land tenure issues within customary sharecropping arrangements and on owner-managed land. This report describes the findings from the Survey.

   In this oil research paper, we have set out the challenges confronting oil producing countries in sub-Saharan Africa by giving case studies of Nigeria, Angola and Equatorial Guinea. We have also critiqued the draft National Oil and Gas Policy under formulation as well as the legal framework. We argue that the oil Dutch Disease and conflict nexus associated with oil producing countries are not a given since there are examples such as Norway which have utilised their oil revenue for transformation and sustainable development.

   The nature and significance of China's engagements with African agriculture continues to be hotly debated in the media, academia and policy circles around the world.    Uganda discovered commercial quantities of oil in the country in 2006 and ever since, there has been increased activity in the exploration of oil and gas. The exploration activities are being undertaken in the Albertine Graben in mostly the districts of Hoima, Buliisa, and Nwoya by international oil companies contracted by the government. Currently, there are three licensed companies namely, Tullow Uganda operations Ltd , Total E&P and CNOOC Uganda Ltd operating in the districts of Hoima, Buliisa and Nwoya within the Albertine Graben.

   This report is in relation to a study on the Land Tenure and Livelihood Issues in the Albertine Graben Region. The study was carried out in three districts of Amuru Buliisa and Hoima. The study specifically focused on tenurial arrangements and land transactions in the region. The ultimate outcome of this study will be drawing of policy issues for policy engagement and dialogue towards a comprehensive policy direction to land governance in the Albertine Graben.

   The ways in which people obtain land in Uganda are changing fast. Land that used to be secured through inheritance, gifts or proof of long-term occupancy is now more commonly changing hands in the market. Those with wealth and powerful connections are frequently able to override local rules and gain access to land at the expense of poorer individuals. Government-backed agribusiness investors receive large areas of land with benefits for some local farmers who are able to participate in the schemes, while other smallholders see their land access and livelihoods degraded.

    Increasingly, social capital, defined as shared norms, trust, and the horizontal and vertical social networks that facilitate coordination and cooperation for mutually beneficial collective action, is seen as an important asset upon which people rely to manage natural resources and resolve conflicts. This paper uses empirical data from households and community surveys and case studies, to examine the role, strengths, and limits of social capital in managing conflicts over the use and management of natural resources.
