This Plan, consisting of seven Parts and completed by five Schedules, aims to make local environmental planning provisions for land in Great Lakes in accordance with the relevant standard environmental planning instrument under section 33A of the Act.
This Act provides for land administration and other matters relating to land, the protection of the environment and several matters relating to the conservation of wildlife and fisheries resources.The Act consists of General Administration (I); Surveys (II); Purchase and Development of Land (III); Classification and Alienation of Government Land (IV); Leases (V); Renewal of Renewable Leases and Reassessments (VI); Remissions, Revaluations, Forfeitures (VII); Conservation and Environment (VIII); Miscellaneous (IX).
The Act seeks to promote a national policy in respect of natural water. It establishes the legal framework for the use, allocation and conservation of water, and for the designation of conservation areas. It further creates the Water Conservation Authority (art. 5) and the Regional Water Boards for various catchment areas (art. 19). The 10 Schedules contain classifications for minimum water quality.
Section 2 of this Chapter sets out findings and defines policy goals regarding the protection of the Seashore Reserve (defined in section 3). One of the particular goals is to protect wildlife, marine life, and other ocean resources, and the natural environment, to preserve the ecological balance of the seashore reserve and prevent its deterioration and destruction. The Guam Territorial Seashore Protection Commission is created under section 4.
The National Conservation Council is established under section 4. The Council shall advise the Minister on (establishment of) Conservation Areas and advise the Minister on the formulation of rules applicable to conservation areas, and on the administration and control of conservation areas and carry out other functions set out in section 9.
This Act provides for revoking certain areas as parts of State forests (including national forests) and flora reserves and transforming them in national parks or including them in existing national parks or nature reserves. The Act also changes the names of certain national parks and makes provisions on access roads and their administration.
