    This South African Agricultural Public Expenditure Review (AgPer) is one of a series of similar studies undertaken in several countries in Sub-Saharan Africa under the Comprehensive Africa Agriculture Development Program (CAADP) of the African Union’s (AU) New Partnership for Africa’s Development (NEPAD) which encourages governments and development partners (DPs) to target public expenditure on the agriculture sector as the most effective way of stimulating growth.

    Paul Wolfowitz, President of the World Bank, congratulated the editorial team of National Geographic for the special issue on Africa. National Geographic has played a unique role in broadening the knowledge of the world. The World Bank partnered with National Geographic to produce a full-color wall map to raise awareness of the millennium development goals (MDGs) and to highlight each country's progress. We often hear about an Africa that is ravaged by poverty, disease and conflict. There is another face to Africa, one of hope, ambition, energy, intelligence and achievement.

    In sub-Saharan Africa women comprise a large proportion of the agricultural labor force, yet they are consistently found to be less productive than male farmers. The gender gap in agricultural productivity-measured by the value of agricultural produce per unit of cultivated land-ranges from 4-25 percent, depending on the country and the crop.1 The World Bank Africa Gender Innovation Lab, UN Women, and the UNDP-UNEP Poverty-Environment Initiative jointly produced a report to quantify the cost of the gender gap and the potential gains from closing that gap in Malawi, Tanzania, and Uganda.

    Mozambique has become a hot spot in the global rush for land in the last decade. Growing investments in sectors such as mining, hydrocarbons, forest plantations and industrial agriculture most often target rural land held by local communities under customary law, and conflicts between communities and investors often arise. Existing laws regulating land are poorly implemented and enforced, which is due to the power imbalances existing between the government, companies and local communities.

    Sustainable agricultural approaches such as agroecology can help producers increase productivity while protecting the environment and strengthening resilience to climate change. Nonetheless, policymakers rarely support them on a large scale and take-up remains low. This report analyses the factors determining the adoption of sustainable practices in Mozambique, exploring whether a common understanding of ‘sustainable agriculture’ exists, how this is reflected in policy and practice, and what drives farmers (not) to adopt them.

    Conflict associated with land has increased substantially following the return of peace to the Acholi Region with the return of internally displaced people (IDP), population growth, and increases in the value of land. The area is heavily dependent on agriculture and conflict related to land access seriously threatens to undermine development and the social, political and economic stability of the Acholi Region. This study involved community members, key informants, and statutory and traditional leaders in three sub counties in each of the seven Acholi districts.

    In the developed countries less than 20 per cent of the population is engaged in agriculture. The rest is employed in the industrial sector. In the underdeveloped countries less than 10 per cent of the population is employed in the industrial sector and the rest is engaged in agriculture. At once this dictates that, for some time to come, the route to development in the latter countries will depend on agriculture, which also mainly depends on land policy and tenure. The land question is a contradiction in land rights and consequential social, economic and political abuses replicated on it.
