The scope of this Regional Law shall be to ensure fertility of agricultural land by owners, landlords, land tenants and leaseholders. The main arrangements for ensuring soil fertility shall be: (a) elaboration and realization of regional programs; (b) soil, agrochemical, phytosanitary, ecological and toxicological inspection; (c) investments in soil conservation and reproduction; and (d) improvement of soil quality and fertility.
Article 9 (1) shall be amended to add the following wording: “The procedure for establishment of historical and cultural value of an object of cultural heritage shall include the following: (a) examination of information and data related to the object; (b) establishment of historical and cultural value of the object; and (c) decision-making on inclusion of the object in the list of objects of historical and cultural heritage of rejection of such inclusion”.

Article 3.1 shall be amended to add the following wording: “Citizens of the Russian Federation shall be granted the right to ensure conservation of the objects of cultural heritage for the benefit of the present and the future generations, access to the objects of cultural heritage and access to information related to the objects of cultural heritage”.

The present Ordinance introduces some amendments to the Building Ordinance of 22 September 2009. In particular, the Ordinance amends, inter alia, article 3 on Equivalence of standards; article 43 on Waste disposal; article 44 on Exposure and ventilation; also the Annex of the afore-mentioned Ordinance is amended.

The scope of this Regional Law shall be to ensure conservation and rational tenancy of agricultural land and urban land and it establishes requirements for grazing and passage of cattle on the regional territory. Owners of cattle must form their livestock in herds and appoint a herdsman. In case of impossibility to for a herd, the owners must perform grazing personally or, in alternative, to keep cattle indoors. Passage of cattle to the collection points for the formation of herd shall be performed by owners of cattle or by persons appointed thereby.
Article 3 shall be amended to add the following wording: “Regional Legislative Assembly shall be responsible for application and performance of municipal land supervision”.

Article 22 shall be amended to add the following wording: “Civic Chamber shall elaborate and publish in mass media sources annual report on its activity and once in three years report of the state of civil society in the region”.

This Law establishes the third amendment of Law No. 54/2005 regulating the title ownership of water resources. Amendments deal with the ownership of water resources and lay down the requirements to be satisfied in order to use such resources. In addition, it regulates the lake and fluvial public domain which belongs to the state or to the autonomous regions.
Article 14 shall be amended to add the following wording: ““Proclamation of natural complexes and sites nature monuments and areas where they are located protected areas shall be performed by decision of Regional Government. In case of necessity the respective land arear and waterbodies can be expropriated for state need in accordance with the modalities envisaged by civil, land and water legislation”.

Article 9 (1) shall be amended to add the following wording: “The period of functioning of regional protected area can be extended if considered useful for the purposes of constitution of regional protected area”.
