    An Act to consolidate with amendments, the law on local government, and to provide for the decentralisation and devolution of functions, powers and services to local councils and for other matters connected therewith.

    This Act: provides for the establishment of localities and local authorities; provides for functioning of local authorities; defines functions and powers of local councils and councillors; and establishes the Local Government Service Commission, the Local Government Finance Committee and the Inter-Ministerial Committee on Decentralization.Localities are established by this Act or, pursuant to this Act, by the President. A locality shall be administered by a local council which shall be a body corporate.

    The Final National Land Policy (NLP) of Sierra Leone provides the vision, principles and policy components to give direction to and definition of the roles and responsibilities of various government and customary authorities, and other non-state actors, in land management. Specifically, it enunciates policy statements in respect of the key components of the National Land Policy such as access to land and tenure, land use, regulation and the management of special land issues, land administration structures, land laws and the Constitution.

    These Regulations, made by the Board of the Environment Protection Agency under section 62 of the Environment Protection Agency Act, 2008 as amended by the Environment Protection Agency (Amendment) Act, 2010, provide with respect to environmental protection in mining operations. They shall apply to body corporates and individuals applying for or issued minerals rights under the Mines and Minerals Act 2009.

    Access to arable productive land in African has been in decline due to the pressure of growing population trends and worsening land degradation as a result of climate change. Recent high profile land purchases covering thousand of hectares of prime agricultural land have raised concerns over equitable land access. Major expansions in regional land markets have increased investor interest in land acquisitions. Perceptions of land availability and competitive land prices have driven demand for prime agriculture land.

    Shifting cultivation, under its diverse forms of slash and burn system, is a traditional method of cultivating tropical upland soils, mostly for subsistence purposes. This traditional system of cultivation is in ecological balance with the environment and does not irreversibly degrade the soil resource, provided a sufficient length of fallow is allowed for soil restoration. However, increasing population pressures necessitate more intensive use of land. The consequence is extended cropping periods and shortened fallows.

    The purpose of the forum was to foster a mutual understanding of the challenges faced by different groups in fisheries communities and to find common ground and options for empowering fishers and fisheries stakeholders. The 140 participants from 38 countries discussed the importance of tenure and rights for responsible resource management and equitable development in fisheries. Best practices and lessons learned were identified by forum participants based on their own experiences in a wide range of fisheries.

    Women make significant contributions to the rural economy in all developing country regions. Their roles OF FOOD AND AGRICULTURE differ across regions, yet they consistently have less access than men to the resources and opportunities they need to be more productive. Increasing women’s access to land, livestock, education, financial services, extension, technology and rural employment would boost their productivity and generate gains in terms of agricultural production, food security, economic growth and social welfare.

    Laos depends heavily on rice based agriculture systems and there is evidence that the traditional diversified diet and income base is being eroded, resulting in a negative effect on the livelihoods of the people. The opportunity to gather food in forests is diminishing and dietary diversity is being narrowed.

    Land Tenure Working Paper 11. This co-publication of FAO and UN-HABITAT seeks to better understand and define the processes, mechanisms and institutions of governance of tenure in rural and urban areas. The paper recognises that excellent land policies, laws and technical reforms have been developed. However, in many cases their implementation has slipped, stalled or even been reversed. By adopting a governance and political economy perspective, the paper offers insights for the design of reforms and for the development of land governance tools.
